All Notifications are shown in the top right corner of the SP window.
Some system elements would be sending notifications to the users as a reminder. All notifications can be dismissed manually by secondary click or ATL+primary click on the notification.

Notifications can also be triggered via trigger maps (Functions – Notification) or script.
